Development Consultant III). Salary range is $53,000 - $57,000

DescriptionAbout the Oklahoma Department of LibrariesAs the
official state library of Oklahoma, ODL strives to ensure every
Oklahoman has access to innovative, quality library and information
resources and possesses the literacy skills needed to be successful
in the global economy, to participate in democracy, and to
accomplish individual life goals.Located in the State Capitol
Complex at 200 NE 18th St in Oklahoma City, ODL serves the
information and records management needs of state government,
supports public library development, coordinates statewide library
information technology projects, and serves the public through its
specialized research collections, including state and federal
document depositories and the State Archives. ODL has a collection
of nearly 700,000 volumes and an annual budget of approximately
$8.7 million.NOTE: This position is required to travel from ODL to
the State Records Center located at 426 E. Hill St and the State
Records Annex located at 125 NE 25th St using the employee's
personal vehicle. Maintaining a valid driver's license is

Summary:The Consultant Team Lead will oversee a small team of
consultants and report to the Library Development Senior Manager.
In this role, the Team Lead will provide expert guidance to
external library clients, offering tailored support to enhance
library operations and services. This role involves inter-agency
collaboration to implement programs, building partnerships to
promote library services, and representing the agency at various
library and community events. Supervisory duties include guiding
and supporting team members to achieve project and agency goals.Job
Duties:
- Consult with external library clients to support services and
operations by offering tailored advice to improve their operations
and address specific needs; collaborate with libraries to assist
with state aid processes and resolve eligibility issues; research
and respond to information requests from external libraries; and
facilitate orientations for new library directors.
- Supervise and mentor library development consultants, ensuring
effective delivery and alignment with state objectives; monitor
consultants' performance, providing regular feedback and support to
help achieve program goals; foster collaboration among consultants
to share best practices, address challenges, and optimize service
delivery to libraries; and identify and recommend training
opportunities to keep consultants informed about trends and
innovations in library services.
- Respond to escalated concerns or feedback from libraries
regarding E-Rate and digital literacy, ensuring issues are resolved
effectively.
- Create and maintain partnerships with internal and external
stakeholders, including those in the library field, community
organizations, and other state agencies, to promote library
services and community resources; and represent the agency at
meetings, seminars, and conferences.Minimum Qualifications:
- Bachelor's degree in library science, business administration,
operations management, or related degree plus five years of public
library management experience; or
- Master's degree plus three years of public library management
experience.Knowledge and Skills:
- Knowledge of public library functions.
- Knowledge of programs and operations.
- Knowledge of agency policies, procedures and of state and
federal legislation related to assigned agency programs.
- Knowledge of principles, practices, procedures, and techniques
of library science.
- Knowledge of the research methods to perform independent
research, including electronic resources and library cataloging
tools.
- Knowledge of integrated library systems and bibliographic
utilities.
- Knowledge of library automation and technology trends.
- Knowledge of the equipment and materials used in conducting
training.
- Knowledge of the use and management of grant funds, including
Library Services and Technology Act grants.
- Knowledge of library criteria for receiving state aid.
- Knowledge of management and supervisory principles and
practices.
- Ability to search electronic databases.
- Ability to establish and maintain effective working
relationships with others.
- Ability to communicate effectively, both orally and in
writing.
- Ability to interpret, analyze and resolve highly complex
administrative and personnel problems.
- Ability to travel to libraries, meetings, and conferences
